Plan Waterfort Plaza strengthens heritage values

An independent Heritage Impact Assessment (HIA) has been conducted as part of the development of Waterfort Plaza. The assessment examines what the proposed development could mean for the historic character of Willemstad and for the outstanding values of the UNESCO World Heritage Site.

Respect for Willemstad’s historic setting and heritage values is a key principle in the development of Waterfort Plaza. The HIA shows that, in several important respects, the masterplan represents an improvement over the current situation.

The findings of the HIA provide an important foundation for the next phase of the project. During this schematic design phase, the masterplan will be developed in greater detail, incluading the architecture, public spaces, and the way residents and visitors will experience the area.

The HIA was prepared by Hylkema Erfgoed, a renowned Dutch architectural firm specializing in heritage restoration. The firm is ERM-certified in accordance with BRL 1000 and BRL 2000 standards. This means that it works according to the quality standards of the Dutch Foundation for Recognized Restoration Quality in Heritage Conservation.

In preparing the assessment, Hylkema Erfgoed used internationally recognized heritage principles and methods from urban design and spatial planning. The assessment also takes into account applicable laws and regulations and Curaçao’s spatial planning policies.

A plan developed step-by-step

The masterplan approved in 2025 by the Ministry of Traffic, Transport and Urban Planning was preceded by several earlier design versions. The first version dates back to 2022.

Since then, the plan has been adjusted and refined in several areas. This was done on the basis of dozens of studies, evaluations, and discussions with stakeholders. New insights and points requiring attention were incorporated into the plan as it continued to develop.

The recent HIA assesses the latest version of the masterplan. The assessment itself was also developed through a careful, iterative process. A draft version was shared with the Ministry of Traffic, Transport and Urban Planning and the Cultural Heritage Agency of the Netherlands. Their comments, questions, and suggestions were reviewed by Hylkema Erfgoed and, where necessary, incorporated into or further explained in the final report.

Willemstad’s Outsanding Universal Value

Willemstad has been listed as a UNESCO World Heritage Site since 1997 and has exceptional cultural and historical significance. Its historic urban structure, distinctive architecture, and the relationship between the city, harbor, and fortifications give Willemstad its unique character.

The development of Waterfort Plaza creates an opportunity to prepare this historic location for the future. Its heritage values must be preserved and strengthened. At the same time, the relationship between the city, the Waterfort, and the water can be made more visible and easier to experience.

The HIA report also addresses concerns and comments raised in recent months about the preservation of Willemstad’s heritage values and its UNESCO World Heritage status. The assessment provides insight into the potential effects of the proposed development on the historic setting and on the Outstanding Universal Value of the World Heritage Site.

Improving sightlines, routes, and public space

The HIA shows that the masterplan offers significant improvements in several areas compared with the current situation.

The existing former Plaza Hotel is large in scale and has an enclosed character. According to the HIA, the building negatively affects the scale of the area, important sightlines, and the spatial relationship with the historic city center. The Waterfort itself is also not sufficiently visible in the current situation.

The masterplan therefore divides the development into several smaller building volumes. This creates a more gradual transition toward the historic city center. It also allows the monumental Waterfort to stand more independently. As a result, it becomes more recognizable as a historic structure in its own right and once again takes on a clear position within the area.

Part of the former Plaza Hotel was built over the historic Waterfort arches. As a result, an important part of the Waterfort has been hidden from view for many years.

The masterplan will change this. New routes and connections will be created between the Waterfort, Punda, the harbor entrance, and the waterfront. The Waterfort will no longer form the back side of a closed hotel complex, but will instead become a visible and accessible part of the public space.

New squares, walkways, and landscaped gathering spaces will make the area more attractive to residents and visitors. Trees, landscaping, and shaded areas will help provide cooling and create pleasant places to spend time. At the same time, the historic relationship between the city, the Waterfort, and the water will be strengthened and made easier to experience.

A future-ready development for a historic site

The HIA concludes that the masterplan takes the historic setting into account and aims to create stronger connections between the Waterfort, Fort Amsterdam, and the city center.

Hylkema Erfgoed recommends further architectural refinement of the masterplan in the next phase. This recommendation is consistent with the current stage of the project. In the coming period, the principles established in the masterplan will be translated into detailed architecture, public-space design, material choices, and the overall experience of the area.

This further development will take place step by step, with careful attention to Willemstad’s heritage values, the quality of the public space, and the future significance of the area for the city.

International recognition for the masterplan

The international interest in the project also highlights the significance of Waterfort Plaza for Curaçao and for Willemstad’s historic city center.

The masterplan has been nominated for the World Architecture Festival 2026 in the category Future Projects: Masterplanning. The World Architecture Festival is a leading international platform for architecture and urban development. Waterfort Plaza is therefore among a select group of future-oriented projects that will be presented to an international professional jury during the festival.

The nomination relates specifically to the masterplan: the way the area is reconnected with Punda, the Waterfort, the harbor, and the waterfront. The recognition therefore reflects themes that are also central to the HIA, including the quality of the public space, the relationship with the historic setting, and the further development of this exceptional location.

In the coming period, Studio Akkerhuis and lyongo architecture will continue developing the design. The recommendations from the HIA will be taken into account in the architectural and spatial development of the project.

For Waterfort Plaza, the assessment focused on Willemstad’s Outstanding Universal Value, or OUV. OUV means that a place has cultural and historical significance that extends beyond local importance.

Willemstad derives this exceptional value in part from its unique mix of cultures and influences, its development as a historic port city, and its living heritage of traditions, daily life, and community.

The purpose of a Heritage Impact Assessment is to protect heritage values, enable responsible development, and find a balance between the past and the future. The assessment follows UNESCO’s international guidelines for World Heritage Sites.

Plan Waterfort Plaza versterkt erfgoedwaarden

Voor de ontwikkeling van Waterfort Plaza is een onafhankelijke Heritage Impact Assessment (HIA) uitgevoerd. Dit onderzoek brengt in kaart wat de voorgenomen ontwikkeling betekent voor het historische karakter van Willemstad en voor de bijzondere waarden van het Unesco-werelderfgoedgebied.

Een zorgvuldige omgang met de historische omgeving en de erfgoedwaarden van Willemstad vormt een belangrijk uitgangspunt bij de ontwikkeling van Waterfort Plaza. Uit de HIA blijkt dat het masterplan op belangrijke punten een verbetering betekent ten opzichte van de huidige situatie.

De uitkomsten vormen een belangrijke basis voor de volgende fase van het project. In deze schetsontwerpfase wordt het masterplan verder uitgewerkt in de architectuur, de openbare ruimte en de manier waarop bewoners en bezoekers het gebied straks zullen ervaren.

De HIA is opgesteld door Hylkema Erfgoed, een gerenommeerd Nederlands restauratiearchitectenbureau met een ERM-certificering volgens de richtlijnen BRL 1000 en BRL 2000. Deze certificering houdt in dat het bureau werkt volgens de kwaliteitsrichtlijnen van de Stichting Erkende Restauratiekwaliteit Monumentenzorg.

Bij het opstellen van de analyse heeft Hylkema Erfgoed gebruikgemaakt van internationaal erkende erfgoedprincipes en methodieken uit de stedenbouw en planologie. Ook is rekening gehouden met de geldende wet- en regelgeving en met het ruimtelijk beleid van Curaçao.

Een plan dat stap voor stap is ontwikkeld

Aan het masterplan dat in 2025 door het Ministerie van Verkeer, Vervoer en Ruimtelijke Planning (VVRP) is goedgekeurd, zijn meerdere ontwerpversies voorafgegaan. De eerste versie dateert uit 2022.

Sindsdien is het plan op verschillende onderdelen aangepast en verfijnd. Dat gebeurde op basis van tientallen onderzoeken, evaluaties en gesprekken met betrokken partijen. Nieuwe inzichten en aandachtspunten zijn telkens meegenomen in de verdere ontwikkeling van het plan.

De recente HIA heeft betrekking op de laatste versie van het masterplan. Ook het onderzoek zelf is via een zorgvuldig en herhaald proces tot stand gekomen. De conceptversie is gedeeld met het Ministerie van VVRP en de Rijksdienst voor het Cultureel Erfgoed (RCE). Hun opmerkingen, vragen en suggesties zijn door Hylkema Erfgoed beoordeeld en waar nodig verwerkt of nader toegelicht in het definitieve rapport.

De bijzondere waarden van Willemstad

Willemstad staat sinds 1997 op de Unesco Werelderfgoedlijst en heeft een uitzonderlijke cultuurhistorische waarde. De historische stadsstructuur, de karakteristieke architectuur en de samenhang tussen de stad, de haven en de vestingwerken geven Willemstad haar bijzondere betekenis.

De ontwikkeling van Waterfort Plaza biedt de mogelijkheid om deze historische locatie toekomstbestendig te maken. Daarbij moeten de erfgoedwaarden behouden en versterkt worden. Tegelijkertijd kan de relatie tussen de stad, het Waterfort en het water beter zichtbaar en beleefbaar worden gemaakt.

Het HIA-rapport gaat ook in op de zorgen en opmerkingen die de afgelopen periode zijn geuit over het behoud van de erfgoedwaarden en de Unesco-werelderfgoedstatus. Het onderzoek maakt inzichtelijk welke effecten de voorgenomen ontwikkeling kan hebben op de historische omgeving en op de Outstanding Universal Value van het werelderfgoedgebied.

Verbetering van zichtlijnen, routes en openbare ruimte

Uit de HIA blijkt dat het masterplan op meerdere punten een belangrijke verbetering vormt ten opzichte van de huidige situatie.

De huidige bebouwing van het voormalige Plaza Hotel is massaal en gesloten van opzet. Volgens de HIA heeft deze bebouwing een negatieve invloed op de schaal van het gebied, de zichtlijnen en de ruimtelijke samenhang met de historische binnenstad. Ook het Waterfort komt hierdoor onvoldoende tot zijn recht.

In het masterplan wordt de bebouwing daarom verdeeld over meerdere, kleinere bouwvolumes. Hierdoor ontstaat een geleidelijkere overgang naar de historische binnenstad. Het monumentale Waterfort komt bovendien weer meer op zichzelf te staan. Daardoor wordt het beter herkenbaar als zelfstandig historisch bouwwerk en krijgt het opnieuw een duidelijke plaats in het gebied.

Een deel van het voormalige Plaza Hotel is over de historische waterfortbogen heen gebouwd. Daardoor is een belangrijk deel van het Waterfort jarenlang aan het zicht onttrokken geweest.

Het masterplan brengt daar verandering in. Er komen nieuwe routes en verbindingen tussen het Waterfort, Punda, de haveningang en het waterfront. Het Waterfort is dan niet langer de achterzijde van een afgesloten hotelcomplex, maar wordt een zichtbaar en toegankelijk onderdeel van de openbare ruimte.

Nieuwe pleinen, passages en groene verblijfsplekken maken het gebied aantrekkelijker voor bewoners en bezoekers. Beplanting en schaduwrijke plekken dragen bij aan verkoeling en maken het prettig om in het gebied te verblijven. Tegelijkertijd wordt de historische relatie tussen de stad, het Waterfort en het water versterkt en beter beleefbaar.

Toekomstbestendige ontwikkeling van een historische locatie

De HIA concludeert dat het masterplan rekening houdt met de historische omgeving en inzet op een betere verbinding tussen het Waterfort, Fort Amsterdam en de binnenstad.

Hylkema Erfgoed adviseert om het masterplan in de volgende fase architectonisch verder te verfijnen. Dat advies past bij de fase waarin het project zich nu bevindt. De uitgangspunten uit het masterplan worden de komende periode vertaald naar concrete architectuur, openbare ruimte, materiaalgebruik en de uiteindelijke beleving van het gebied.

Deze verdere uitwerking gebeurt stap voor stap en met aandacht voor de erfgoedwaarden van Willemstad, de kwaliteit van de openbare ruimte en de toekomstige betekenis van het gebied voor de stad.

Internationale erkenning voor het masterplan

Dat Waterfort Plaza een bijzondere opgave is voor Curaçao en voor de historische binnenstad, blijkt ook uit de internationale belangstelling voor het project.

Het masterplan is genomineerd voor het World Architecture Festival 2026 in de categorie Future Projects: Masterplanning. Het World Architecture Festival is een toonaangevend internationaal podium voor architectuur en stedelijke ontwikkeling. Waterfort Plaza behoort daarmee tot een select aantal toekomstgerichte projecten dat tijdens het festival aan een internationale vakjury wordt gepresenteerd.

De nominatie heeft betrekking op het masterplan: de manier waarop het gebied opnieuw wordt verbonden met Punda, het Waterfort, de haven en het waterfront. De erkenning sluit daarmee aan op onderwerpen die ook in de HIA centraal staan, zoals de kwaliteit van de openbare ruimte, de relatie met de historische omgeving en de verdere ontwikkeling van deze bijzondere plek.

De komende periode werken Studio Akkerhuis en lyongo architecture verder aan het ontwerp. De aanbevelingen uit de HIA worden daarbij meegenomen in de architectonische en ruimtelijke uitwerking.

Een Heritage Impact Assessment onderzoekt de mogelijke positieve en negatieve gevolgen van een plan voor de erfgoedwaarden van een gebied.

Voor Waterfort Plaza is gekeken naar de Outstanding Universal Value, kortweg OUV, van Willemstad. OUV betekent dat een plek een culturele en historische betekenis heeft die verder reikt dan het lokale belang.

Willemstad heeft deze bijzondere waarde onder meer door de unieke ontmoeting van culturen en invloeden, de ontwikkeling als historische havenstad en het levende erfgoed van tradities, dagelijks leven en gemeenschap.

Het doel van een Heritage Impact Assessment is om erfgoedwaarden te beschermen, verantwoorde ontwikkeling mogelijk te maken en een balans te vinden tussen verleden en toekomst. Het onderzoek volgt daarbij de internationale richtlijnen voor werelderfgoed van Unesco.
